The Mello-Roos is a tax assessed against the land, but is not based upon the value of the property that sits on it.  Related to California and more specifically the Mello-Roos Community Facilities Act of 1982, it allows a special tax for the purpose of financing certain public improvements and services through the sale of bonds.  Such public works include parkways, streets, roads, open spaces, water, sewage and drainage, electricity, infrastructure, schools, museums, cultural facilities, parks and police protection.  The amount of the tax varies from year to year.  It was implemented as a means of bypassing the state’s 1978 Proposition 13 amendment to the California Constitution which put a cap on property tax increases.  Even to this day, the law remains controversial within the state.  I’m Stewart Brown, a licensed Mortgage Loan Originator in Palm Springs, California here to simply topics in Real Estate and Mortgage Lending.  Please, like, share, follow and subscribe!
